About us
From Rugby To Roads
Locally owned, Napier based, and built on turning up and doing the job properly.

Bay Traffic Management was started in 2020 by David Briggs. Before the cones and the sign trailers there was rugby: David grew up in rural Waikato, played for Tonga on their 1997 tour of Great Britain (captaining the side in a test against Wales), played 86 games for Waikato over nine NPC seasons, and made 31 Super Rugby appearances for the Chiefs from 1999.
Through all those seasons, the off-season meant working on the roads. When the playing days wound down, the second career was already obvious. David moved to Hawke's Bay and built Bay Traffic Management into a dedicated local traffic management company.
Today BTM designs traffic management plans in-house in Napier, runs certified crews across the region, and owns the trucks, signs and equipment that go out to every site. One company, one phone number, no finger-pointing between the planner, the crew and the hire company.
Rugby has not gone anywhere either. David coaches rugby and rugby league and supports local teams, putting time back into the sport and the community that set all this up.
